42. ELECTION OF CHAIR FOR 2009/2010

There was one nomination for Chair, Councillor Mr T Harbour.
Upon being put to the vote it was:

RESOLVED that Councillor Mr T Harbour be elected Chair for 2009/2010.

43. ELECTION OF VICE-CHAIR FOR 2009/2010

There was one nomination for Vice-Chair, Councillor Mr A Thompson.
Upon being put to the vote it was:

RESOLVED that Councillor Mr A Thompson be elected Vice-Chair for 2009/2010.

45. DECLARATIONS OF INTEREST

Members were reminded to declare any personal or prejudicial interests on any item on the agenda in accordance with the Council’s Code of Conduct.

There were no declarations of interest.

46. MINUTES

RESOLVED that the minutes of the meeting held on 30th March 2009 be approved and signed as a true and correct record.

47. It was RESOLVED to adjourn the meeting to allow DAF to address the meeting in accordance with Standing Order 11.

48. DIDCOT ARTS FORUM (DAF)

DAF’s financial statement and expenditure forecast were circulated for information. They stated that the ticket sales for the “C’mon Everybody” show were slightly less than they had anticipated but hoped that they would pick up as the concert approached.

The Chair, Councillor Mr T Harbour, thanked DAF for all their work in promoting the arts in Didcot.

NOTED

49. It was RESOLVED to reconvene the meeting.

50. FINANCIAL STATEMENT

The financial statement for month 1 was circulated. It was noted that the £3,000 showing as spent from budget 2163 Didcot Arts Forum, was incorrect and should have been allocated to the 2008/2009 financial year and that this would be amended shortly.

51. GRANT AID APPLICATIONS

(a) Didcot Cricket Club

Playing facilities for Didcot CC development team

It was noted that this application had been deferred form the last meeting of the Arts and Grants Committee for further information. Didcot CC had explained that they were asking different organisations to support them with different projects.

RECOMMENDED that the Council grant aid £500 towards the cost of providing playing facilities for Didcot CC development team.

Code 2161 - Local Government Act 1976, section 19 (Miscellaneous Provisions) (Power to contribute towards the expenses of another local authority or non profit making organisation in providing such recreational facilities).

(b) Ladygrove Youth Club

Ongoing running of the Ladygrove Youth Club and new table tennis table.

It was noted that this application had been deferred form the last meeting of the Arts and Grants Committee for further information. Ladygrove Youth Club had responded by stating that they had carried out a number of fundraising activities themselves and that they had also been successful in applying for money from Oxfordshire County Council’s Chill Out Fund.

RECOMMENDED that the Council grant aid a total of £1,580 towards the ongoing running of the youth club and for the purchasing of a new table tennis table.

(c) South Oxfordshire Ryder-Cheshire Volunteers

South Oxfordshire RCV Over 16s Swim Club for the physically impaired.

RECOMMENDED that the Council grant aid £500 towards the over 16s swim club for the physically impaired.

(d) King Alfred Drive Community Centre

Ongoing support of King Alfred Drive Community Centre.

It was noted that there was £1,995 in budget heading 2172 for King Alfred Drive Community Centre.

RECOMMENDED that the Council grant aid £1,995 towards the ongoing running costs of the King Alfred Drive Community Centre.

(e) Home-Start Southern Oxfordshire

Post Natal Depression Group.

RECOMMENDED that this application for grant aid be declined.

(f) Didcot and District Citizens Advice Bureau (CAB)

Running costs of Didcot CAB for the financial year 2009/10.

RECOMMENDED that this application is deferred pending further information regarding other sources of funding, the increase in paid staff and whether they are paid whilst training, why the accounts do not show Didcot Town Council’s full contribution and details of the average time spent with each client.

(g) Didcot Evening Women’s Institute (WI)

Ongoing hire of Didcot Civic Hall.

RECOMMENDED that the Council grant aid £150 towards the cost of the WI hiring the Civic Hall, to be paid directly to the Civic Hall.

52. DIDCOT FILM PROJECT

A report was circulated regarding the proposed Didcot Film Project which was being put together by the Didcot and District Archaeological Society (DDAS). The report explained that the Town Council had loaned DDAS a number of 35 mm films and VHS videos. DDAS had taken these to a production company who had proposed making a new film incorporating the old footage with new. The new film would be made in high definition (HD) and the old film would also be converted to HD DVD format so as to preserve them. The new film would subsequently be available to purchase.

The report went on that the cost of the project was estimated at approximately £20,000 and that no budget had been allocated. However, funding form the Heritage Lottery Fund had been identified as a potential source of funding as this project appeared to meet their criteria. It was recommended that the committee allow an officer to investigate this option further.

It was stated that this further investigation could be carried out by DDAS.

RECOMMENDED that the Town Council is not directly involved in the Didcot Film Project and that DDAS are asked to carry out further enquiries into funding from the Heritage Lottery Fund.
