DIDCOT TOWN COUNCIL, SPECIAL MEETING OF THE ARTS AND GRANTS COMMITTEE, WEDNESDAY 9TH DECEMBER 2009, CIVIC HALL, 7.30PM

Admission of the Public and Media

Members of the Public and Media are welcome to attend in accordance with the Public Bodies (Admission to Meeting) Act 1960 Section 1 extended by LGA 1972 Section 100.

(a) Applicant: Didcot Arts Forum (DAF)
Project Summary: Ongoing Support of Didcot Arts Forum
Power: Local Government Act 1972, section 145 (Power to provide entertainment).

(b) Applicant: Anna Gatrell / Didcot Day Centre
Project Summary: Free Christmas Day Lunch
Power: Local Government Act 1972, section 137 (Power of Local Authorities to incur expenditure for certain purposes not otherwise authorised).

295. DECLARATIONS OF INTEREST

Members were reminded to declare any personal or prejudicial interests on any item on the agenda in accordance with the Council’s Code of Conduct.


(a) Councillor Mr A Thompson declared a personal interest in Minute 296 (a) as he is the Town Council’s representative on the Didcot Arts Forum (DAF).

(b) Councillor Mr T Harbour declared a personal interest in Minute 296(b) as the applicant is known to him.

296. GRANT AID APPLICATIONS

(a) Didcot Arts Forum (DAF)

Ongoing support of DAF including the distribution of grants to arts groups

It was noted that a budget of £5,250 was set aside for DAF under heading 2163 Didcot Arts Forum for 2009/10 financial year.

Councillor Mrs E Hards asked if clarification could be sought as to whether DAF approach acts other than Deuce, to act as support at their shows.

It was confirmed that DAF would be asked to confirm the process of booking support acts for their shows.

RECOMMENDED that the Council grant aid a total of £3,000 to DAF for ongoing support of their activities including the distribution of grants to arts groups.

(b) Anna Gatrell/Didcot Day Centre

Free Christmas Day Lunch for those who are alone at Christmas

It was noted that Ms Gatrell was organising this project in coordination with Didcot Day Centre and any grant would be paid to the Didcot Day Centre Amenities Fund. It was also noted that Ms Gatrell had been successful in securing funding from other sources and therefore was requesting £200, where as when the application was originally received she had requested £350.

RECOMMENDED that the Council grant aid a total of £200 towards the free Christmas Day Lunch for those on their own at Christmas, which in the opinion of the Council, is in the interest of the area or its inhabitants and will benefit them in a manner commensurate with the expenditure.
