234. DECLARATIONS OF INTEREST
Members were reminded to declare any personal or prejudicial interests on any item on the agenda in accordance with the Council’s Code of Conduct.
(a) Councillor Mr T Harbour declared a personal interest in Minute 239 (a) the grant aid application for the Royal British Legion (RBL) Remembrance Parade, as he is a member of the RBL.
(b) Councillor Mr A Thompson declared a personal interest in Minute 237 the Didcot Arts Forum (DAF) Minutes, financial statement and correspondence as he is Didcot Town Council’s representative on DAF.
235. MINUTES
RESOLVED that the minutes of the meeting held on 27th July 2009 be approved and signed as a true and correct record.
236. It was RESOLVED to adjourn the meeting to allow DAF to address the meeting, in accordance with Standing Order 11.
237. DIDCOT ARTS FORUM (DAF)
The Minutes of the DAF annual general meeting 22nd September 2009, financial statement and expenditure forecast and correspondence were circulated to members.
It was explained that early sales of tickets for Showaddywaddy which was taking place on 13th March 2009 were going well and that they hoped to sell out, which would be approximately 250 tickets priced at £18.
Provisional plans had been made if the Civic Hall closed for improvement works to be done. The Marlborough Club had been identified as a possible location and that negotiations were ongoing.
It was reported that DAF were always looking for publicity and that they were disappointed that the Didcot Dynamo had not included greater exposure of their forthcoming events in the latest issue. In response it was explained that space was at a premium but that this issue would be discussed at the next Didcot Dynamo Working Group Meeting.
NOTED
It was RESOLVED to reconvene the meeting.

239. GRANT AID APPLICATIONS
(a) Royal British Legion (RBL) (Didcot Branch)
Didcot Annual Civic Remembrance Parade
It was noted by the committee that the Remembrance Parade was carried out by the RBL on behalf of the Town Council and that a budget had been put aside for this event under heading 2179 Remembrance Parade.
RECOMMENDED that the Council in accordance with its powers under section 137 of the Local Government Act 1972, grant aid £500 to the Didcot branch of the RBL for the Didcot Civic Remembrance Parade 2009, which in the opinion of the Council, is in the interest of the area or its inhabitants and will benefit them in a manner commensurate with the expenditure.

RESOLVED that as the Remembrance Day Parade is taking place prior to the next meeting of the Council, this matter is dealt with under Standing Order 36, the delegation of urgent and routine matters.
(b) Abingdon & District Model Railway Club Ltd
Didcot Model Railway Show, 24th October 2009
RECOMMENDED that a total of £250 is grant aided to Abingdon & District Model Railway Club for their Didcot show on 24th October 2009.

RESOLVED that as the Didcot Model Railway Show is taking place prior to the next meeting of the Council, this matter is dealt with under Standing Order 36, the delegation of urgent and routine matters.
Refurbishment of the church hall kitchen
RECOMMENDED that a total of £300 is grant aided to St Peter’s Church, towards the refurbishment of their church hall kitchen.

RECOMMENDED that this request for grant aid be declined.
(e) 1st Orchard Brownies, Didcot
Centenary Pack Holiday to PGL Camp in Wiltshire
RECOMMENDED that a total of £250 is grant aided to 1st Orchard Brownies towards for their Centenary Pack Holiday Camp in Wiltshire.

‘Back to Netball’ formation of a netball team for Didcot mums
RECOMMENDED that Didcot Netball Club is grant aided £500 for their Back to Netball project to help with the formation of a netball team for mothers in Didcot.

240. ESTIAMTES 2010/11
RECOMMENDED that the proposed estimates for 2010/11 that fall under the competence of this committee remain with no increase with the exception of the following all of which will be submitted to the Finance and General Purposes Committee for consideration on 23rd November 2009:-
- Code 2163 Didcot Arts Forum £4000
- Code 2164 Grant CAB (excluding the Concessionary Office Space Grant) £3500
RECOMMENDED that the budget for heading 2167 Grant Town Arts is moved into 2161 Grants under Specific Powers commencing in 2010/11 financial year.
241. DIDCOT ART EXHIBITION 2009
A report was circulated regarding this years Annual Art Exhibition that took place over the bank holiday weekend of 29th – 31st August 2009.
It was reported that this year’s exhibition had arguably been the most successful. There had been more support from members of Didcot Arts (D’Arts) and sales and hanging fees had increased.
Income (Commission and Hanging Fees) £1,117.30
Expenditure (including hall hire) £1,472.37
It was also highlighted that the Art Exhibition may have to move location in 2010 if the planned upgrade to the Civic Hall took place resulting in its temporary closure.
It was suggested that the Chair of D'Arts and the Art Exhibition Coordinator be invited to attend the next committee meeting on 18th January 2010 to discuss the future plans for the exhibition.
The Art Exhibition Coordinator, Mrs S Atkins, was thanked for the hard work and effort that she had put into this years exhibition which had been a great success.

242. TO CONSIDER BECOMING A MEMBER ORGANISATION OF THE DIDCOT & DISTRICT CITIZENS ADVISE BUREAU (CAB)
Correspondence from the CAB was circulated responding to the Town Council’s nomination of Councillor Mr L Elias as its representative on the CAB. The CAB responded that as Didcot Town Council was not a member organisation of the CAB it could not nominate a representative. The CAB concluded its correspondence by encouraging the Town Council to become a member.
It was noted that having an individual as a trustee could expose them to personal liability and that membership for the Town Council as a corporate body would be preferable.
RECOMMENDED that Didcot Town Council become a corporate member of the Didcot & District CAB.
