41. ELECTION OF CHAIR FOR THE MEETING
There was one nomination for Chair, Capt J Flood.
Upon being put to the vote it was:
RESOLVED that Capt J Flood act as chair for this meeting.
42. ELECTION OF CHAIR FOR 2008 - 2009
There was one nomination for Chair, Mr R Hawlor.
Upon being put to the vote it was:
RESOLVED that Councillor Mr R Hawlor be elected Chair for 2008-2009.
43. ELECTION OF VICE-CHAIR 2008 - 2009
There was one nomination for Vice-Chair, Mr W Service.
Upon being put to the vote it was:

45. DECLARATIONS OF INTERESTS
Members were reminded to declare any personal or prejudicial interests on any item on the agenda in accordance with the Council’s Code of Conduct.
Councillor Mr A Thompson declared a personal and prejudicial interest in Minute 47 as he is a member of Didcot Arts Forum (DAF).
46. MINUTES
RESOLVED that the minutes of the meeting held on 31st March 2008 be approved and signed as a true and correct record.
Councillor Mr A Thompson left the meeting.
47. It was RESOLVED to adjourn the meeting to allow DAF to address the meeting in accordance with Standing Order 11.
DIDCOT ARTS FORUM
The minutes of the DAF meeting held on 14th May 2008, Chairman's Report, financial statement and expenditure forecast were circulated.
DAF reported that they had committed to spend £5,610 in the coming financial year on various events.
It was RESOLVED to reconvene the meeting.
RESOLVED that £2,000 be paid to DAF for future projects and grants.
Councillor Mr A Thompson returned to the meeting.
48. FINANCIAL STATEMENT
The financial statement for month 2 was circulated. There were no matters arising.

49. GRANT AID APPLICATIONS
(a) 1st Didcot District Guides
Overseas summer camp in Belgium
RESOLVED that the Council grant aid £550 to 1st Didcot District Guides towards the travel and provision of the Summer Camp in Belgium, which in the opinion of the Council, is in the interests of the area or its inhabitants and will benefit them in a manner commensurate with the expenditure.
Code 2761 - Local Government Act 1972, section 137 (Power of Local Authorities to incur expenditure for certain purposes not otherwise authorised).
(b) King Alfred Drive Community Centre
Ongoing support of the King Alfred Drive Community Centre.
It was pointed out to the Committee that a sum of £1,900 had been set aside in budget heading 2172, Grant King Alfred Drive, specifically for this community centre.
RESOLVED that the Council grant aid £1,900 to the King Alfred Drive Community Centre to contribute towards its ongoing running costs.
Code 2161 - Local Government Act 1976, section 19 (Miscellaneous Provisions) (Power to contribute towards the expenses of another local authority or non profit making organisation in providing such recreational facilities).
(c) St Giles Orchestra
Concert at Cornerstone Arts Centre on 25th October 2008.
RESOLVED that the application for grant aid be declined.
It was RESOLVED to look into introducing a policy regarding future applications for Grant Aid for events taking place at Cornerstone.
50. PREVIOUS GRANT AWARDS PAID DIRECT TO THE CIVIC HALL ON BEHALF OF CHARITIES AND ORGANISATIONS
A report was circulated detailing the grant awards paid directly to the Civic Hall for hall hire on behalf of various charities and organisations since the 1st April 2006 and is attached at appendix A (word doc). It was noted that the list did not include any grants made by DAF towards the cost of hall hire at the Civic Hall or any discounts given directly by the Civic Hall to its customers.
The report was NOTED.
51. OXFORDSHIRE COMMUNITY TOURING NETWORK SCHEME NOW CALLED LIVE AND LOCAL
The Committee considered a report and the events listed within the Oxfordshire Community Touring Scheme 2008/09, now known as Live Local, as circulated. It was reported that the scheme had been taken over by a company called Live and Local who were administering the scheme on behalf of and in conjunction with Oxfordshire County Council and all the district council's including SODC, hence the name change. Three performances were selected for inclusion on the booking form to be returned to Live and Local by 6th june 2008
RESOLVED that the following choices be made in respect of the OLive and Local touring scheme 2008/09:
- 1st Choice Event – North country Theatre 'The Prisoner of Zenda'
- 2nd Choice Event – Ember 'Ember Concert'
- 3rd Choice Event – Moby Duck 'Sun and Moon'
Note: This matter will be dealt with under Standing Order 36, the delegation of urgent and routine matters, as the deadline for booking is the 6th June 2008.
