The Mayor, Councillor Mr B Cooper, welcomed the recently elected Councillor Mrs E Hards to the Council. He said that he had really enjoyed his year as Mayor and offered his successor best wishes for the coming year.

2. ELECTION OF TOWN MAYOR 2008 - 2009

The election of Councillor Mr T Harbour, Mayor Designate, as Mayor for the year 2008 - 2009 was confirmed, Minute 550 of Council minutes dated 14th April 2008 refers.

RESOLVED that Councillor Mr T Harbour serve as Town Mayor for the year 2008-2009.

The Mayor, Councillor Mr T Harbour was presented with his Mayoral robes and signed his Declaration of Acceptance of Office.

Councillor Mr T Harbour took the Chair and thanked the outgoing Mayor for all the hard work he had put in over the last year.

Councillors Mr A Thompson (personal), Mrs J Murphy (personal), Mr C Daukes (personal) and Mrs L Hood (personal)

4. DECLARATIONS OF INTERESTS

Members were reminded to declare any personal or prejudicial interests on any item on the agenda in accordance with the Council’s Code of Conduct.

(a) Councillor Mr P Hayward declared a personal interest in Minute 12(a) as he is a member of Didcot Town FC's Management Committee and they have shared use of the Willowbrook Leisure Centre and lease the land it is built on to Didcot Town Council.

Councillor Mr K Murphy declared a personal and prejudicial interest in Minute 12(a) as he is a Director of Total Pest Control (UK) Ltd.

5. APPOINTMENT OF CHAPLAIN TO THE MAYOR 2009 - 2009

It was confirmed that the Chaplain to the Mayor for 2008 - 2009 would be Mr Stuart Roberts.

6. ELECTION OF DEPUTY MAYOR 2008 -2009

There was one nomination for Deputy Mayor, Councillor Mrs M Turner. Upon being put to the vote it was:

RESOLVED that Councillor Mrs M Turner be elected Deputy Town Mayor for 2008 - 2009.

The Deputy Town Mayor, Councillor Mrs M Turner was presented with her Deputy Mayor's robes and signed her Declaration of Acceptance of Office.

7. ELECTION OF LEADER 2008 - 2009

There was one nomination for Leader, Councillor Capt J Flood. Upon being put to the vote it was:

RESOLVED that Councillor Capt J Flood be elected Leader for 2008 - 2009.

8. ELECTION OF DEPUTY LEADER 2008 - 2009

There was one nomination for Deputy Leader, Councillor Mr A Thompson. Upon being put to the vote it was:

RESOLVED that Councillor Mr A Thompson be elected Leader for 2008 - 2009.

9. MINUTES

RESOLVED that the Minutes of the Meeting held on 14th April 2008 be approved and signed as a true and correct record.

10. ADOPTION AND AGREEMENT OF COMMITTEE REPORTS AND RECOMMENDATIONS

(a) Environment Committee - 28th April 2008

It was queried as to why Didcot Boys Football Club were asked to do a public consultation regarding their proposed erection of floodlights, when it is on Town Council land, and normally it is the Town Council who would carry out the consultation.

RESOLVED that, excluding Minute 564, Didcot Boys Football Club request to install flood lights at Edmonds Park, the report and recommendations contained therein be approved.

Clerks Note: As Minute 564 was not approved, it is referred back to committee.

(b) Planning and Development Committee - 30th April 2008

RESOLVED that the report and recommendations contained therein be approved.

12. FINANCIAL STATEMENT

(a) RESOLVED that the cheque run payment for the 1st May 2008 amounting to £46,812.20 be authorised.

Councillor Mr K Murphy returned to the meeting.

(b) RESOLVED that payments made by BACS, direct debit, manual cheque and Standing Order since the last meeting of the Council on 10th March 2008 amounting to £37,461.39 be authorised.

RESOLVED that Councillors Mrs L Hood, Mr C Daukes, Mr P Hayward, Mr B Cooper and Mr T Harbour be appointed to the Didcot Dynamo Working Group.

15. APPOINTMENT OF MEMBERS TO THE DIDCOT CIVIC HALL MANAGEMENT COMMITTEE

RESOLVED that Councillors Capt J Flood, Mrs M Turner, Mrs L Hood, Mrs M Flood and Mrs M Davies be appointed to the Didcot Civic Hall Management Committee.

17. CHANGE IN BANK SIGNATORIES

A report was circulated detailing that due to the resignation of former Councillor Jerry Goff to move to France, a new signatory would be required for the Town Council's bank accounts with the Co-operative Bank. The report went on to state that to enable the accounts to be run efficiently and to aid day to day online administration and monitoring, that the the Town Clerk should also be added as a signatory.

RESOLVED to delete Mr J Goff and to add Mrs E Hards and Mr D Stapleton as signatories on the Town Council bank accounts.

18. CORRESPONDENCE

(a) CrossCountry Trains

Letter of response stating that it would not be possible to reinstate the CrossCountry service at Didcot Parkway due to the high frequency of trains.

19. QUESTIONS TO THE LEADER

There were no questions to The Leader.
