AGENDA, MONTHLY MEETING OF THE COUNCIL, 13TH JULY 2009

All Members of Didcot Town Council are summoned to attend the Monthly Meeting of the Council on Monday 13th July 2009 at Didcot Civic Hall commencing at 7.30pm.

Admission of the Public and Media

Members of the Public and Media are welcome to attend in accordance with the Public Bodies (Admission to Meeting) Act 1960.

Public Participation

Public Participation will be in accordance with Standing Order No. 11.

The business to be transacted at the meeting will be:-

1. Apologies

2. Declarations of Interests – Members are reminded to declare any personal or prejudicial interests on any item on this agenda in accordance with Didcot Town Council’s Code of Conduct

3. Adoption of the Minutes of the Council meeting held on 8th June 2009 (attached); including questions on the minutes as to the progress of any item.

4. Adoption and agreement of Committee reports and recommendations:

(a) Planning and Development Committee – 10th June 2009 (not attached – sent out with Planning agenda for 1st July 2009);
(b) Finance and General Purposes Committee – 29th June 2009 (attached);
(c) Planning and Development Committee – 1st July 2009 (attached);
(d) Environment Committee – 6th July 2009 (attached).

121. DECLARATIONS OF INTERESTS

Members were reminded to declare any personal or prejudicial interests on any item on the agenda in accordance with the Council’s Code of Conduct. Members were also reminded to review their register of members’ interests.

Councillor Mr W Service declared a personal and prejudicial interest in Minute 116 of the Environment Committee meeting held on 6th July 2009, as he had already expressed his opinion as Leader of Didcot Town Council prior to the meeting.

122. MINUTES

RESOLVED that the Minutes of the Meeting held on 8th June 2009 be approved and signed as a true and correct record.

In response to a question it was confirmed by the Town Council’s representative on the Waste Recycling Group Liaison Committee, Councillor Mr G Collier, that he would report back to the Environment Committee the main issues being discussed by this group.

123. ADOPTION AND AGREEMENT OF COMMITTEE REPORTS AND RECOMMNEDATIONS

(a) Planning and Development Committee – 10th June 2009

RESOLVED that the report and recommendations contained therein be approved.

(b) Finance and General Purposes – 29th June 2009

Referring to Minute 92, One Stop Shop Funding, it was proposed that this recommendation is not adopted at this meeting but instead at the next meeting of the Council so that Members can deal with the recommendation on the same matter from the Personnel and Administration Committee who are due to meet on 15th July 2009.

RESOLVED that this recommendation is noted and deferred to the next meeting of the Council when can be considered i with the recommendation from the Personnel and Administration Committee.

RESOLVED that, excluding Minute 92, the report and recommendations contained therein be approved.

(c) Planning and Development Committee – 1st July 2009

RESOLVED that the report and recommendations contained therein be approved.

Councillor Mr W Service left the meeting for the next item of business.

(d) Environment Committee – 6th July 2009

It was noted that Councillor Mr W Service had left this committee meeting for the Ladygrove Loop item, Minute 116, and returned after its discussion and this had not been minuted.

(i) Referring to Minute 111, Technical Manager’s Report, Councillor Mrs E Hards asked for clarification on whether the Waste Recycling Environmental fund (WREN) would be a potential source of funding for the Skate Park Project as it was her understanding that they would not be approached for this but for the Grant Western Park Play Area project?

The Chair, Councillor Mr B Griffiths, stated that all potential sources of funding were to be investigated.

(ii) Referring to Minute 114, Fairs and Circus Hire Fees, Councillor Mrs E Hards asked whether the decision to not charge Hatwell’s Fair for the days he was on site but not open was applicable to all those using the Council’s parks for commercial means as the Minutes stated, or just applied to Hatwell’s Fair as she had thought?

The Chair, Councillor Mr B Griffiths, confirmed that he was of the opinion that this decision applied to Hatwell’s Fair only.

RESOLVED that with the following amendment, that only Hatwell’s Fair is not charged when on site and not open, that all the reports and recommendations contained therein be approved.

Councillor Mr W Service returned to the meeting.

125. FINANCIAL STATEMENT

RESOLVED that the cheque run payments for 10th June 2009 amounting to £21,420.37 and 29th June 2009 amounting to £7,460.08 be authorised and that the list of all payments made between 1st June 2009 and 30th June 2009 amounting to £65,810.36 be received.

127. QUESTIONS TO THE LEADER

(a) Councillor Mrs M Davies asked the Leader what the core activities of Didcot Town Council were?

The Leader said that he would respond to this question in writing.

(b) In light of the hard work that the Sea Scouts had put in whilst undertaking a litter pick around the Ladygrove Lakes on the evening of 7th July 2009 and in poor weather conditions, Councillor Mr T Harbour asked the Leader if a letter of thanks could be sent to them on behalf of the Council?

The Leader responded by stating that this would be a good idea especially as the Sea Scouts had taken great pride in their work.

 

The Meeting commenced at 7.30pm and closed at 7.55pm
