358. DECLARATIONS OF INTERESTS

Members were reminded to declare any personal or prejudicial interests on any item on the agenda in accordance with the Council’s Code of Conduct.

There were no declarations of interest.

359. FOOTBALL PITCH HIRE CHARGE FOR VAUXHALL BARRACKS

A report was circulated explaining that the Town Council had been approached by Vauxhall Barracks about the possibility of hiring a football pitch at Loyd Rec for ten games. The report stated that the pitch at the barracks was not in a playable condition and that though they had been offered the use of others, they were all outside the town.

The report went on that the barracks did not have sufficient funds in the appropriate budget to pay the full fee. Games were to be on a Wednesday afternoon and no other teams would be affected. It was noted that other local teams had been fully behind the proposal and offered to play a charity match against the barracks. It was hoped that by playing these games, morale amongst its members would be boosted and that playing in the Town would further increase their profile in the town.

The Committee asked that it was noted that they were of the opinion that this request be dealt with by the Arts and Grants Committee for auditing purposes, but due to the urgency of the request they would deal with the item.

It was stated that offering the pitches free of charge could set a precedence for other applications and therefore a charge should be levied.

RECOMMENDED that a charge of £10.00 be made to the barracks for each match played at Loyd Rec.

RESOLVED that as the first match was planned to take place before the next meeting of the Council on 8th February 2009, that this matter be dealt with under Standing Order 36, the delegation of urgent and routine matters.

Clerks Note: It has been confirmed by the Town Council’s Auditor that this item was correct to be dealt with by the Environment Committee as it was not a grant but the setting of a concessionary rate.

360. EXEMPT INFORMATION - CONFIDENTIAL BUSINESS

Public bodies (Admission to Meetings) Act 1960 section 1.

RESOLVED that in the view of the confidential nature of the business about to be transacted it is in the opinion of this Council, and advisable in the public interest, that the public and press be temporarily excluded and they are instructed to withdraw.

361. OPEN SESSION

RECOMMENDED that the decision taken in the confidential session on the matter listed at 360 be agreed.

The meeting commenced at 7.30pm and closed at 8.30pm.
