RESOLVED that the minutes of the meeting held on 17th July 2006 be approved and signed as a true and correct record.

273. STANDING ORDER 67, AREA OF COMPETENCE OF COMMITTEES

Standing Order updated, and to help in the creation of a Members Training Handbook ahead of the elections next year,

RESOLVED that this be passed to the next meeting of the Finance and General Purposes Committee for consideration as attached at appendix A.

274. STANDING ORDER 12, ORDER OF BUSINESS, TO 23, RULES OF DEBATE

Standing Orders 12 to 22 were updated. It was noted that a copy of the update and amended Standing Orders would be provided for the next meeting on 6th November 2006.

THE AREA OF COMPETENCE OF COMMITTEES

The area of Competence of the Environment Committee includes:

  1. Administration of the Town Council Environment budget.
  2. The organisation of the management of the Council’s Parks, Allotments, Cemeteries, Millennium Wood and any other open and green spaces under the jurisdiction of the Council.
  3. Town Council policy on sports, leisure and recreational activities within the Town and/or affecting the Town.
  4. General environmental issues in and affecting the Town such as litter, grass verges, pavements, roads, recycling and footpaths and other similar matters.

The area of Competence of the Planning and Development Committee includes:

  1. Delegated authority to consider and respond to planning applications.
  2. Matters affecting the development of the Town.
  3. Responding to consultation on planning and related matters.
  4. Naming of streets.
  5. Licensing matters.
  6. Enforcement matters.

The area of Competence of the Arts and Grants Committee includes;

  1. Administration of the Town Council Arts and Grants Budget.
  2. Development of the Town Council’s Arts policy and the promotion of the Arts in the Town.
  3. Development of the Town Council’s policy towards youth and the promotion of facilities for young people in the Town.

The area of Competence of the Finance and General Purposes Committee includes:

  1. Administration of the Town Council Finance and General Purposes Budget.
  2. The financial administration of the Council, including preparation of estimates and their approval, the Council’s precept, management and use of capital assets, and the expenditure and receipt of monies throughout the year.
  3. The Standing Orders of the Council and its Committees.
  4. Any matter of policy where the Council decides that wider consideration than one Committee alone can give to the subject is needed, or where views need to be co-ordinated across different Committees.
  5. Other policy areas, including travel concessions to elderly and disabled persons, development of Council owned land, community activities, Town Christmas decorations, promotion of the Town,
  6. Any other matter not within the competence of any other Committee.

The area of Competence of the Personnel and Administration Committee includes:

  1. All administrative matters.
  2. The terms and conditions of employment of the Council’s staff.
  3. Any other matters affecting the personnel policies of the Council.
