JOINT MEETING OF THE PERSONNEL AND ADMINISTRATION AND FINANCE AND GENERAL PURPOSES COMMITTEE, MONDAY 7TH SEPTEMBER 2009, CIVIC HALL 7.30PM

173. DECLARATIONS OF INTERESTS

Members were reminded to declare any personal or prejudicial interests
on any item on the agenda in accordance with the Council’s Code of
Conduct.

Mrs J Murphy declared a personal and prejudicial interest in item 175,
as she play bowls with and socialises with Mrs Mary Jones who is
employed in the One Stop Shop as the part time clerical assistant.

174. MINUTES

RESOLVED that the Minutes of the Meeting held on 15th July 2009 be approved and signed as a true and correct record.

Mrs J Murphy left the meeting.

175. STAFFING - ONE STOP SHOP

Previous minutes dated 15th July 2009 and the Finance and General Purposes minutes dated 29th June 2009 refer.

It was reported that the SODC contribution to the OSS, which is in the region of £26,000, was to cease from 1st April 2010 and this would have a major impact upon the OSS budget which covers staffing. Minute 92 of F&GP 29th June 2009 had recommended that £18,000 of the £26,000 is met from next year’s budget. Council had decided to note this recommendation and refer it to the 14th September 2009 Council meeting along with the report from this committee.

It was noted during the meeting that the £8,000 shortfall covered the part time clerical assistant post.

It was reported that any reduction in staffing numbers would have a severe impact on both the OSS and the office. It was also noted that in the current economic climate there were pressures on the budget for the next financial year.

Following discussion,

RECOMMENDED that, following the F&GP recommendation of 29th June 2009 that £18,000 of the £26,000 shortfall is met from next years budget, the part time Clerical Assistant post ceases to exist from 1st April 2010.

A recorded vote was requested in accordance with Standing Order 8(b):

It was also noted that a report would be provided at a future meeting to show how the service was to be managed in view of the above recommendation.

It was also acknowledged that further issues needed to be considered by committee on what service(s) were to be provided from 1st April 2010 with a reduction in staffing levels.

The Meeting commenced at 7.30pm and closed at 8.15pm
