232. DECLARATIONS OF INTERESTS

233. MINUTES
RESOLVED that the minutes of the meeting held on 4th June 2007 be approved and signed as a true and correct record.
234. TRADE DISPUTE OVER PAY IN LOCAL GOVERNMENT
A letter from UNISON about the current pay dispute in Local Government was circulated. A subsequent letter had been received notifying an industrial strike ballot over the pay dispute.

235. RECRUITMENT AND SELECTION OF A PART TIME CLERICAL ASSISTANT
The vacant post had been filled by Mrs Mary Jones, who started on 6th August 2007. It was reported that 36 pack-ups were sent out and 18 applications received which were filtered down to 4 for interview following short listing.

236. TOWN CLERKS REPORT
(a) Staffing
The part time clerical assistant post had been filled, see item 235 above. The outside staff remain one full time post vacant and one part time seasonal gardener post vacant and that previous employees who had retired were being used on a casual basis.

(b) Training
(i) Town Clerk
Town Clerk had successfully completed the Certificate in Higher Education in Local Policy and was now starting the Diploma.

(ii) Deputy Town Clerk
RESOLVED that the Deputy Town Clerk registers for and undertakes the Working with your Council (WWYC) training package subject to a successful probationary report in December 2007.
(iii) Finance and Admin Officer
The Finance and Admin Officer started the AAT Foundation course in September.

(c) Website
The new website had been launched but problems had arisen in updating the site due to the internet connection via the SODC/OCC link. Problem had been reported and was being monitored.

(d) Members Training
This was on-going, 5 had completed the in-house training. It was also planned to give budget training.

(e) Monthly/Weekly Payrolls
9 employees are on the weekly payroll, 6 of which are paid weekly and 3 on a casual. All new employees go on monthly pay.
RESOLVED that all employees are paid monthly from the start of the next financial year, 1st April 2008.
It was noted that the Town Clerk will commence consultation with those employees involved and provide an update report to the next meeting on 18th February 2008.
(f) Christmas/New Year Holiday
The office will close from 2pm on Friday 21st December 2007 and re-open at 8.30am on Wednesday 2nd January 2008. It was confirmed that all employees will cover any time off in accordance with the leave policy.

(g) Fleet Meadow Community Association (FMCA)
A written report is to be provided by the FMCA secretary and will be circulated to committee members.
