260. DECLARATIONS OF INTERESTS

Councillor Dr D Giaretta declared a personal interest on item 262, update on the Fleet Meadow Community Association (FMCA) Accounts, as he is a trustee of the FMCA.

261. MINUTES

RESOLVED that the minutes of the meeting held on 22nd May 2006 be approved and signed as a true and correct record.

262. FLEET MEADOW COMMUNITY ASSOCIATION (FMCA) ACCOUNTS

It was reported that the outstanding accounts had been unavoidably delayed until the end of the year.

Clerk to progress and provide a report for the next meeting on 15th January 2007.

263. TOWN CLERK’S REPORT

Report circulated.

Arising therefrom:

Item 1 – Staffing

RESOLVED that thanks be passed to those members of staff who had taken on extra duties as a result of the absence on sick leave of the Finance and Administration Officer, and as a result of the vacant post within the Gardening staff.

(b) Item 2 – Training Programme

RESOLVED that the draft training programme is agreed and the matter is referred to Finance and General Purposes Committee for budgetary consideration.

(c) Item 5 – Weekly/Fortnightly Bulletin for Members

RESOLVED that a bulletin is trialled with Members of the Personnel and Administration Committee.

(d) Item 10 - Christmas and New Year Opening Hours

It was reported that all staff not on duty will cover any necessary days with lieu or annual leave.

264. EMPLOYMENT EQUALITY (AGE) REGULATIONS 2006

Regulations introduced 1st October 2006 to outlaw age discrimination in employment and vocational training.

RESOLVED that a draft policy be provided for the next meeting on 15th January 2007

265. TIME LIMITS OF TRANSFER IN OF PREVIOUS PENSION BENEFITS

RESOLVED that all employees must give notice of intention to transfer within the regulatory 12 month time frame.

266. FORMULATION OF A TRAINING POLICY – MATTER REFERRED FROM FINANCE AND GENERAL PURPOSES COMMITTEE OF 24TH JULY 2006

RESOLVED that a draft training policy be provided for the next meeting on 15th January 2007. It is to include a return of service element which takes into consideration the transferable value of any training and the individual’s personal time spent on the training.

267. CONSIDERATION OF A LEAVE POLICY AND PROCEDURE

RESOLVED that the policy as attached be adopted.

268. MEMBER’S HANDBOOK

RESOLVED that the contents list be used as the framework for a member’s handbook.
