164. OXFORDSHIRE COUNTY COUNCIL PROVISION OF CARAVAN SITES FOR GYPSIES AND TRAVELLERS IN OXFORDSHIRE

RESOLVED that the comments attached at appendix A be submitted in response to the consultation.

It was noted that the response was required before the next Council meeting and would be dealt with under Standing Order 36, Delegation of Urgent and Routine Matters.

APPENDIX A

Oxfordshire Gypsies and Travellers Stakeholder Consultation

Response Form

Question 1 – The Councils could aim to extend existing Gypsy and Traveller sites, or to provide new sites, or both.  How do you consider sites should be provided?

Answer – However possible, the Councils should look at expanding existing sites.  These sites already have some infrastructure, they are established and this would have limited impact on the surrounding population.
It would be preferential that any new sites being considered were on the edge of towns.

Question 2 – New sites could be located in a number of ways, e.g. within towns and cities; on the edge of towns and cities; in or next to villages, or in the Countryside.  Where do you consider sites should be provided?

Answer – As previously stated the sites should be provided at the edge of urban areas.  Therefore they are close to all amenities and services such as schools, shops, healthcare, roads as well as employment.

Question 3 – Please tick the three factors from the following list which you consider most important for deciding the location of new Gypsy and Traveller sites:

Access to public transport
Employment opportunities
Proximity to major settlements and their services x
Access to main road network
Protecting areas of outstanding natural beauty x
Making best use of previously developed land x
Protecting the Green Belt

Question 4 (incorrectly numbered 5 on the form) – Are there any other factors that you think should be taken into account in determining the size and distribution of new sites for Gypsies and Travellers in Oxfordshire?

Answer – Travellers groups and Gypsies should be part of the consultation throughout.  Electric and water should be provided at all sites and metered, so as to promote good health and living standards among these communities.  That all local authorities continue to play a role in the consultation and work together and co-operate throughout.

Question 5 (incorrectly numbered 6 on the form) – Do you have any other comments to make on how we should be providing for the Gypsy and Traveller community in the future?

Answer – The usage of sites should be monitored and their users consulted so as to gain an idea as to the positives and negatives of each particular and therefore allow better provision for these communities, but also to ensure the sites remain well kept and respected.
