(a) Councillor Mr P Hayward declared a personal and prejudicial interest in Minute 384, planning application P10/W0080 Didcot Town Football Club (DTFC) as he is on the Management Committee at DTFC.

(b) Councillor Mr W Service declared a personal in Minute 384, planning application P10/W0080 DTFC as he is a member of DTFC.

(c) Councillor Mrs E Hards declared a personal interest in Minute 384 planning application R3.0015/10 Lydalls Road Nursery School has her husband is a governor at the nursery school.

387. LOCAL TRANSPORT PLAN 2011 – 2030, CONSULTATION 3

A report was circulated for information explaining that this consultation had been referred by the Planning and Development Committee on the 16th December 2010 to the Major Issues Working Group (MIWG), Minute 315 refers.

The MIWG formulated a response, as attached at appendix A, and it was submitted in accordance with Standing Order 36, the delegation of urgent or routine matters, as the deadline was prior to the next Planning and Development Committee meeting.

Invitation to Oxfordshire County Council Didcot Area Summit to be held on Friday 26th March 2010 at Cornerstone.

It was reported that one attendee was invited to this event and that Councillor Mr W Service was to attend as Leader of the Council. This nomination had been submitted in accordance with Standing Order 36 as the deadline for submitting an attendee was prior to this meeting.

Oxfordshire County Council (South Oxfordshire District) (Disabled Persons’ Parking Places) (Amendment No.4*) Order 20**

It was reported that this plan proposed three new disabled parking spaces, one in Fairacres Road, North Road and Hamble Road respectively. The correspondence went on that a number of existing disabled parking spaces were to have the schedules amended to permit 24 hour parking without time limit.

No objections were raised to these proposals.

Appeal lodged with the First Secretary of State – Planning Inspectorate following refusal of planning permission by the District Council.

The Deputy Town Clerk was asked if he could reaffirm the comments on this application to the Planning Inspectorate and also advise the committee of when the site visit was to take place.

Appendix A

Didcot Town Council
Response to

Local Transport Plan 2011-2030 Consultation 3
Long List of Schemes

1. Agree the existing Long List, subject to the addition of required transport works as development takes place.

2. Would like to see priority given to the low cost safe routes to schools:

DID5, DID6, DID7, DID8, DID9 (although concern that many cyclists ignore “One Way” signs), DID14.

3. Cow Lane Tunnel should be made two way ASAP. It is a barrier to a fully integrated town, ie: Ladygrove Estate and will be even more necessary when development to the Northeast takes place.

4. Wish to see a mini-roundabout/traffic-light controls at the junction of Haydon Road and Station Road which was proposed as part of the Didcot Station forecourt improvements but has dropped off. Haydon Road to be made no-parking on one side of the road between Lydalls Road and Station Road as part of these works.

5. Lydalls Close should be connected to both Lydalls Road and Britwell Road by surfacing the unmade road in order to remove the hazards of congestion and turning cars and danger to children and pedestrians outside Manor School.

6. Wish to see 20mph limits in residential areas in the town.
